The ICAC Act defines improper conduct as each of the following:
- corrupt conduct
- unsatisfactory conduct
- anti-democratic conduct
- conduct constituting an offence under the ICAC Act
- secondary conduct in relation to conduct mentioned in (a) through (e) above.
