The Independent Commissioner Against Corruption (ICAC) was established to prevent, detect and investigate improper conduct in the Northern Territory Government, local councils and other related bodies. As of 1 June 2026, the Integrity and Ethics Commissioner Act established the Integrity and Ethics Commissioner (IEC) as an independent, broad based integrity officer for the Territory. This brings together the functions of the ICAC, Ombudsman, Information Commissioner and the Health and Community Services Complaints Commissioner under one independent office.

People who report suspected improper conduct to the ICAC are known as protected persons or whistleblowers and may be entitled to protection. The words protected person and whistleblower are sometimes used interchangeably but mean the same thing. In the ICAC Act, a whistleblower is called a protected person.
The ICAC has statutory powers under the ICAC Act to investigate suspected improper conduct by NT public officers or public bodies.
The ICAC provides education resources, information sessions and training to help prevent improper conduct.
